Penalty Points revamped for season 2024-25

In an attempt to improve behaviour in grassroots football the FA have introduced a new set of measures.

These new interventions, which will come into effect from the start of the 2024-25 season, are aimed to drive positive behaviour across grassroots football and act as a clear deterrent against unacceptable behaviour. They also form part of the ‘Love Football. Protect The Game’ campaign to introduce enhanced measures and tougher sanctions so that everyone can enjoy the game in a positive and enjoyable environment.

A new behaviour improvement programme will see penalty points accumulations introduced in the grassroots game from the start of the 2024-25 season to identify the worst offending clubs for incidents of behavioural offences such as dissent and violent conduct, along with poor overall matchday respect scores. This builds on the steps taken last season to allow for deductions of points from clubs that are repeated offenders of serious misconduct.

Previously teams received penalty points for on field offences and sanctions. From this season onwards teams will now accumulate points based on behavioural offences.

CUMULATIVE MISCONDUCT

E1.2 charges will be issued to Clubs with a poor disciplinary record based upon the number of disciplinary cases and repetition of certain offences.

To ensure an appropriate process is in place, each offence will have an automatic standard penalty point attributed to it.

The penalty points for each offence are set out below:

Sanction Guidelines for reaching 100 Point Threshold

Clubs charged and found proven for a breach of FA Rule E1.2 (100 Penalty Point threshold), could receive a sanctioned outcome that includes any and/or all the following:

A fine is imposed on the club
Imposition of an action plan
Suspension or cancellation of relevant Club’s Affiliation to the East Riding FA
Suspension or cancellation of a relevant Club’s England Football Accreditation
Subsequent charge brought against the Club, if same team accumulates a specific number of additional penalty points
